Nuclear Security: Key Instruments and Initiatives, Elizabeth Turpen

Nuclear security expert Elizabeth Turpen, associate at Booz Allen Hamilton and formerly of the Henry L. Stimson Center, authored this working paper to prompt discussion on the goals, practical accomplishments, and key concerns related to multilateral instruments and initiatives.

Since the entry into force of the Nuclear Non-Proliferation Treaty (NPT) in 1970, the international community has recognized the need to implement corresponding measures for physical protection of nuclear materials and facilities. In the past few years, widespread awareness of the threat and growing concern associated with a nuclear armed terrorist group and black market nuclear networks has elicited several multilateral instruments and spurred new approaches by the US government. Despite the multifarious instruments and initiatives designed to enhance nuclear materials security, gaps remain.
